A Pennsylvania woman is jailed on child-endangerment charges after state troopers found an 8-year-old girl unresponsive and bound inside a vehicle on Route 51, according to a criminal complaint and Pennsylvania State Police statements. The girl was transported to a local hospital and later flown to a Morgantown facility, where she remains in critical condition on life support.
How troopers became involved
Troopers were called about 4 p.m. Monday to assist with a welfare check for a child who was traveling into Pennsylvania, authorities said. Dispatchers in Preston County, West Virginia, reported that the child had allegedly ingested bleach earlier that day at Big Bear Lake Campgrounds in Bruceton Mills, W.Va.
When troopers stopped the vehicle on Route 51, they observed the girl "unresponsive, actively seizing, and bound by multiple seatbelts," the complaint states. Officers removed the child and took her to Uniontown Hospital; she was later airlifted to a hospital in Morgantown.
Allegations from another child in the vehicle
According to the complaint, another child who was in the car told police that earlier in the morning he was informed the girl had drunk bleach. He told investigators she later began vomiting blood that smelled like bleach and that she was tightly bound with a dog leash and bore bruises.
"She was going to take her home to 'lock her up,'" the complaint quotes the suspect as telling the child when he urged her to take the girl to a hospital.
The same child said he saw the girl unconscious, restrained with seatbelts and covered in bruises while in the vehicle. He also said the driver, identified as Lisa Miller, passed two hospitals on the route before officers stopped the car.
Charges and investigation
Miller has been charged with recklessly endangering another person and endangering the welfare of children and is being held without bail at the Fayette County Jail, officials said. Both the Pennsylvania State Police and the West Virginia State Police are investigating; the complaint says additional charges are expected.
