The department requires that projects demonstrate both advanced design and financial commitment from the applicant institution. According to college officials, the application rules include:
- A minimum of 50% project design completion before submission
- A documented 50% match from the institution or other sources
Because of those rules and the tight timeframe for preparing submissions, some institutions that regularly seek state capital support say they will defer applying until the next funding round. San Juan College, for example, plans to discuss a May 2027 application with its board of trustees rather than attempt the current cycle, citing the requirement for a board resolution to sell bonds in support of matching funds.
