The Democratic Party of Hawaii on Thursday submitted three nominees to the governor to fill the vacant state Senate seat for District 18, which represents parts of Central Oahu including Mililani, Waipio and Waipahu.
Who was nominated
The party named:
- Sechyi Laiu, a senior civil service attorney with more than 15 years in commercial, family, immigration and legislative law. He currently coordinates litigation for the Hawaii Department of Corrections and Rehabilitation and previously worked as a city staff attorney on transportation, public safety, legal affairs and salary compensation matters.
- Beth K. Fukumoto, a political columnist and former state representative who has been a longtime Mililani resident. Fukumoto previously served as vice chair of House committees that included Tourism and Veterans, Military and International Affairs, and Culture and the Arts.
- Danielle Bass, a fourth‑generation Mililani resident with more than two decades of experience working for Central Oahu and the state. Bass served as Legislative and Committee Manager in the House and has worked on sustainability and resilience initiatives as the state’s sustainability coordinator.
Next steps in the appointment
The vacancy occurred after the retirement of Sen. Michelle Kidani, which took effect on June 30. Under state procedures, the governor will select one of the three nominees to serve the remainder of the term for District 18. The Democratic Party’s submission triggers the formal appointment process at the executive level.
| Nominee | Background | Local ties |
|---|---|---|
| Sechyi Laiu | Civil service attorney; litigation coordinator at DOC&R; former city staff attorney | Statewide public service roles |
| Beth K. Fukumoto | Former state representative; political columnist | Longtime Mililani resident |
| Danielle Bass | Legislative and Committee Manager; sustainability coordinator | Fourth‑generation Mililani resident |
Why this matters
The appointment will determine who represents roughly Central Oahu communities on issues ranging from local infrastructure and transportation to tourism, housing and resilience planning. District 18 covers neighborhoods that have experienced rapid growth and face ongoing pressures related to development and public services. The governor’s selection will carry weight for the balance of Senate committee assignments and the legislative agenda through the term.
Residents of Mililani, Waipio and Waipahu should watch for the governor’s announcement to learn who will fill the seat and how the new senator might approach priorities affecting the district. The Democratic Party’s submission is the formal step that moves the selection from party deliberation to the gubernatorial appointment process.
