The Army Reserve, the University of Utah and the Utah National Guard finalized a long-planned exchange Aug. 8 that hands the Army’s last 50 acres at Fort Douglas to the university and places Reserve operations in a new, state-built facility at Camp Williams.
The new Army Reserve Center, located at Camp Williams near Bluffdale, totals 227,000 square feet and was constructed with $127 million in state-appropriated funds. Officials marked the completion with two ceremonies: one at Fort Douglas to formalize the land transfer, and a ribbon-cutting at Camp Williams to open the new center.
What changes for residents and soldiers
For Utahns, the agreement frees up valuable land on the University of Utah campus for university uses and concentrates Reserve training and administration at a modernized hub just south of the Salt Lake Valley.
- The University of Utah receives the Army Reserve’s remaining 50 acres at Fort Douglas for future development, including student housing and medical spaces, officials said.
- The Army Reserve gains a contemporary facility at Camp Williams intended to serve current and future Army Reserve Soldiers.
- The Utah National Guard maintains its Camp Williams presence and supported the transition and ribbon-cutting events.
Leaders from the three organizations represented the culmination of a multi-year negotiation and construction effort first announced in 2024.
“We are officially passing along the last 50 acres of Army Reserve territory here at Fort Douglas to the University of Utah and the State of Utah,” Lt. Gen. Robert Harter, commanding general of the U.S. Army Reserve, said. “In turn, they built us an awesome new reserve center just up the road, a great trade for the United States Army Reserve, Win-Win.”
University of Utah President Taylor Randall emphasized that the land will support continued university service missions.
“The two organizations, the university and the Army exist because of a common value, the belief that we are here to something bigger than ourselves,” Randall said. “The land will be used for student housing and medical spaces.”

Officials described the move as both bittersweet and pragmatic: Fort Douglas carries historical ties to the city and campus, but the new reserve center offers modern amenities and consolidated operations that state and federal officials say better serve soldiers.
The exchange also furthers the University of Utah’s campus expansion plans, providing space for housing and medical facilities that university leaders say will support students and the institution’s public mission. State officials funded construction of the Camp Williams center as part of the long-term agreement.
The completion represents the end of a transition that began with a 2024 agreement and concludes with the official handover and dedication ceremonies held Aug. 8.
